Spectrum is the "real estate" on which telco operators develop their respective network and deliver services to customers. For capacity and coverage for telco operations, it is commonly known as "frequency" or "bandwidth".

Spectrum is limited resource which is a sovereign government asset. That is why under the Republic Act 7925 (Philippine Telecoms Act of 1995), the government allocates the spectrum to service providers who can use it efficiently and effectively to meet public demand for electronic communications services. Efficient use of spectrum contributes to overall national development.
