contacting Account Specialist from Globe via hotline or Social Media (FB, twitter or web chat) should be able to help you reconnect your account without you going to Globe store.

sorry for the inconvenience that you have to go through just to reconnect the line. but you can call the hotline to request for the reconnection of the account since you have the receipt. you can provide to CSR for the details of payment.
BUT if the concern is for the exceeding limit of the account you have to settle half of the unbilled charges on your account.
