Can someone enlighten me on how Globe's throttling system works?

I'm on Broadband Plan 1099 with speeds of 2 Mbps (250 KB/s) and 20 GB of data allowance per month.

Why is it when I exceed 3 GB of downloads in a single day, my speed drops to 30 KB/s (0.24 Mbps) and resumes the next day?

I thought that Globe caps on a monthly basis if I exceed 20 GB.

What is the use of 20 GB if I just get capped daily for downloading lots of files?

      Please enlighten me.
