Yes if your salary can have those accounts but do not worry The credit department will be the one who will decide.

Moving on with your concern.
It depends on the reason why your account is inactive.
When I applied for my additional lines, the Sales Specialist in the Globe Store just check my existing account/s. Inform me to pay my current bill/s. Ask to have my proof of identification photocopied. And I get my new line/s and device/s in the same day.
In short, you need to update your accounts. And yes, you may need to present additional proof of income if your current accounts credit limit is not sufficient.
