You are to unsubscribe from the booster before the 30th day ends. As far as I know, boosters are not dependent to your billing cycle. Globe will charge you starting the day you get the booster. Since you removed the booster on 07/08, you will be charged for 349 since the subscription auto-renewed. It is also not prorated.
You have to wait for the bill to arrive and dispute the amount. It seems you were misinformed.

To answer your first question, NO it will not be pro-rated. This applies to Consumer Plans Only.
Regarding your Billing Statement, there is nothing wrong with it.
If your request has been successfully processed, you should not expect a charge of 349 on your next Bill.
Otherwise, request for a reversal of any invalid charges.
If you want prorated charging, apply for Business Plus Plan.
