Are you registering to have an APPLE ID? Are you using your iphone to do that?
Here are other alternatives for you to create your Apple ID:
1. Via the webiste - appleid.apple.com
2. Via the phone - Go to settings> itunes and store > Create apple ID.

i already have an apple id. This happened when i updated my ios. i can't update anymore my installed applications or download application from the App Store using my iphone 5 because i have to agree/accept first to the new terms and conditions of Apple iTunes. I can read it but there is no button or box to accept. And i can't press the button that says "send by email". I already called the globe hotline and they gave me various instructions but to no avail. I even called the Apple Hotline thru landline and even in their website but still i can't resolve the issue.
