We're pretty sure that the telcos are looking into it considering the extent of the damage caused about by Yolanda. There are a lot of dependent factors affecting the restoration including power supply, cellsite condition (most are damaged), road access (many are inaccessible) among others.
Even in Tacloban City, the press release is that Globe is just using a temporary cellsite...
"As of writing, Globe was able to bring back partial communication services by having a temporary site within the city. Only 2G signal is available which should be enough to cater text messages (SMS) and phone calls. No video calls and internet services yet. Meanwhile, Smart will have their services restored within 48 hours."
As of yesterday, we hear that Ormoc was still inaccessible by land from Tacloban so I guess it would still take time before cell coverage could be restored. We also hope it would be sooner than later.
We have been informed that the other network is already operational in Tacloban and Ormoc.
