Tapos ka na ba sa Contract mo sa 1099? I think to upgrade you should have finished your previous contract kasi babayaran mo ung remaining or something. I could be wrong so it's better to call their hotline, 211 via a Globe sim phone or through their Online Chat, http://chat.globe.com.ph/
No, It would be okay even you are in the lock up period. Magbabayad ka if you are downgrading and/or cutting your line.
As far as I remember, You can upgrade but you need to pay for the installation of your landline about 1,000+500 (If SuperHomePhone) or just 500 (Landline)
But, to make sure. Contact Globe and process your request as soon as possible
