Gaming Employees(Affiliates of PAGCOR , Resorts World Manila) not allowed to apply for 499?

Me and my wife applied for a plan 499. Me being tech support with a US based company was denied. My wife is a regular employee of resorts world and we were able to submit all the requirements that the sales support asked for. This include her ITR, COE, Salary breakdown certificate, and 3 identification cards. Now the sales support is telling me, GAMING employees aren't qualified to apply even for a plan 499? They should have told us right from the start so we didn't exert any efforts in trying to procure those documents. And why deny Gaming employees? is this true? She is a regular employee with a decent salary (20-30). Why deny her when contractual minimum wage employees are able to get a plan? I've sent an e-mail to globe regarding this and unfortunately I still haven't heard from them.

Any one shed light on this?
