rdiie, first you must have iTunes in your PC.  The latest version for Windows is 11.1.5 and if you still don't have iTunes, you can download it here Apple - iTunes - Download iTunes Now.  If you already have iTunes, you need to update it to at least ver11.0 in order to use it with your iPhone 5S, especially when you have iOS7.  To update, your current iTunes to the latest version, just click on the Check For Updates as seen in the following image, if your iTunes still has not detected the latest version for auto-update. (For syncing iPhone for the first time, check the step-by-step process here.)

Now if you have downloaded or updated iTunes, do the following (assumes that you have already transferred your music to iTunes music library in your PC):

            1. Connect your iPhone 5s to your PC via one of the USB slots available.  I suggest you connect it to the high-speed one if you know which one is it for faster transfer of data.
            2. On the summary tab of your iTunes sync settings check "Sync only checked songs and videos"
            3. In your music library check all the songs you want to sync to your phone
            4. Make sure there are no exclamation points next to any of the songs you want to sync to your phone
            5. Make sure you have authorized your computer for all Apple IDs for purchased music you want to sync to your phone (in Store>Authorize This Computer)
            6. Check "Sync Music" on the Music tab of your iTunes sync settings
            7. Sync your phone

If you have not yet transferred or copied your downloaded music to iTunes, follow this link from Apple support for the procedures.

PS:  If the capacity of your iPhone is more than enough to sync all of your music library in iTunes, then go ahead choose "Sync Entire Music Library".  Otherwise, the above process would apply.  Enjoy!

It would become much easier if you use a third-party program to help you transfer music from PC to iPhone. One of my best friends recommend a powerful software called iPhone Transfer to me. It's really helpful tool for transferring music from PC to iPhone. Of course, it's more than this function.
