Do some basic troubleshooting first:
1. Insert the sim on another device or phone
2. Use your phone's sim on the pocket wifi
If none of those work, call the hotline to confirm if your sim is already activated.
It's probably not activated yet. Call or get in touch with any of the channels in Contact Us to have it activated. Make sure you have with you the set of numbers listed at the back of the sim card for reference.
Account activation usually takes around 24-48 hours upon receipt. If within the 48 hour period wala pa rin signal, try mo insert yung sim on a mobile phone. If same result, then it is time to call the hotline to verify your account activation.
