Most unlikely... anyone can produce a Community Tax Certificate (CTC) easily and just put any kind of information on it and it's only a lame excuse for a local government unit to collect whatever fees it can get from various sources without the need for any kind of validation.
You can't even use a CTC for legal documents anymore (though some uninformed or fly by night notary public still do so if the documents are not that sensitive). A government issued ID is your safest bet or a utility address.
