Please call 211 and cancel all your subscription to any four digit numbers if any. That way they can check what's eating up your load.
Most of the time, the culprit is data usage. If you are not using your data, you might as well delete your APN setting. Android is tricky it connects to the internet without your knowledge once mobile data is turned on.
Even if you don't use your mobile browser but using certain apps that require data connectivity it will consume data and will charge you for it. If you are using a smartphone (Apple or Android Devices) and use an app ex FB, WeChat, Skype...etc this applications require data connectivity. To ensure that you will not be charge for any data, make sure that you use only WiFi and turn off the mobile data on your mobile phone. You can also try to change the APN settings so in case you accidentally turn on your mobile data it will not connect.
