With those kinds of delinquent accounts, telcos would usually sub-contract the collection of such amounts to a collection agency and a collection letter is sent to your billing address.
If you have received one in the past, you may want to contact them to negotiate an amount to be settled and the terms of settlement (if you want to save). This does not assure you however that you can reactivate your plan since your records would show that you had been remiss in paying and thus question your capability to sustain a plan.
Settling the whole amount however with Globe directly would give you better chances of having your account reactivated though they may give you a lower credit limit or ask for more documents from you to prove your present financial capability.
