Or you may ask someone in the Phil (relatives/family) to call the Prepaid Hotline (via mobile - 211 / via landline - 02-730-1000 / Operating hours: 8AM - 10PM) to check the status of your prepaid account & to request for manual activation of roaming service. You should have atleast 100php load credit to process the said request.
