they are usually a 3rd party group (collection department) outsourced by Globe to do the asking for payment of your past due debts with them.
in our country no one gets jailed in debts, BUT there are ways for you to suffer the consequences.
to be safe, Settle your unpaid account with Globe authorized personnel.

Assuming that you have been billed in the right way and you have used Globe's services to your benefit then the right thing to do is to pay for it or at least make an effort to do so (you can negotiate for a lesser amount).
If not and it is under dispute then explain and write to the 3rd party (usually a collection agency or a lawyer trying to threaten) to stop bothering you as the said account is still being disputed and any demand for payment would be construed as a move to damage your reputation.
Trade secret... they don't usually pursue with the demand through a civil case until it reaches a certain amount which would justify the cost of all their efforts. (I cannot say how much otherwise all of you might not pay anymore )
