Are the units beyond the 7 day return policy?
If they are then they should have brought it to the authorized Lenovo service center in the Philippines and NOT to Globe.
In the Lenovo authorized center, just bring proof of purchase or availment with the corresponding serial numbers indicated.
If your authorization is really needed (though I know that in the service center you do not need the authorization anymore as I have done ti several times) you may just want to send a scanned copy and email it to your brother together with your scanned ID.

Since you will not be able to provide authorization letter and provide a valid id you may call the HL and ask for SPI (special instruction) that you are allowing your brother (indicate name) to do any modification and transaction to the account and or you may also request to yor brother to call you once his already at the globe store for you to verrify the account
