Do a factory reset so all settings would go back to its default settings. After doing a factory or master reset, try to access your dashboard (using 192.168.1.1 assuming it is your default IP address) then change your router's IP address so it won't conflict with your neighbor's.

are you connected to other network connection aside from your mobile wifi? have you checked the ip address of your laptop? change the settings of your laptop to obtain IP address automatically as your laptop's IP might have set to 192.168.1.1.
