I have the same problem.. started last feb 23 and until now i only have .50 mbps as average download on my 5Mbps plan. I'm also located in Cagayan de Oro. asa ka dapit sa cdo ? I've already called customer service for this but until now wala pa na resolve. I also have a static IP home dsl account.

Sorry for that, seems that the probem may be caused by a nationwide problem. Meanwhile, I still prefer to contact them as eager as you were to restore your connection.
As far as I remember, we also talked about your unlimited capping with DSL Business. Friendly Advise: You should totally talk to them as your concern to your account is getting worse every time.
