one time cash out means, you will pay the amount of 12,000 once the device delivered to you.
charge to bill means the cash out of 12,000 will divide it into how many mos. is your lock up that will be add on your base plan monthly.
for example of charge to bill:
device cash out : 12,000
lock up : 24 mos.
base plan: 999
12,000 / 24 mos.lock up = 500 is your monthly payment for the device + 999 (base plan)
total amt. to be paid is 1499 / mo.

One time cashout means you will pay the whole 12,000 upon getting the device plus one month advance for the plan. As for the charge to bill, if your contract is 24 months the 12,000 will be divided into 24 month staggered payment which is equal to Php 500 plus your 1299 plan so your monthly payment will be 1799 for 24 months.

Yes, but that depends on your documents you will be submitting if you meet certain criteria. Most subscribers that were allowed to use charge to bill are recontracting subscribers. But still you can inquire at the nearest Globe Store.
