You can always request for paperless billing HOWEVER there would no paper trail and no proof when documents are actually received by the subscriber. Globe would assume that the paperless bill has been received the moment Globe sends it compared to Paper billing when the Statement of Account is signed by the recipient as PROOF of RECEIPT.
The PROOF OF RECEIPT is used to contest any penalties that would be used against the subscriber. As a consumer, we have the right to question the charges before actual payment is done and how can we question or check the billed usage if the statement is not presented in a correct and timely way?
I strongly suggest that YOU DO NOT PAY the penalty and instead let Globe know when you received your statement as they should have records with them from the signed proof of receipt. Based on that, your charges would be reversed.
