Unfortunately you cannot assume it as of now and the only way is to have experiences of other people.
Globe has been known to lock both sims to their network in the past.
If in doubt, ask the assurance of your agent and let them agree for a return if the other sim is locked. Many do not disclose this information and a categorical answer is very hard to get even through the people responsible for this site unless things have already changed (which we hope has in the spirit of transparency).
