You can access *143# on your mobile phone to do so. All you need to do is dial *143# > choose MyAccount > choose Service requests > then choose Resend bill via email.
You may also view your outstanding balance and other account details via MyAccount. Just register or login at http://www.globe.com.ph/myaccount for that.
