Same issue with mine. I asked to retrieve my number and they charged me P545 for the admin fee.
Was it done? Were they able to retrieve your number?
It happened to me now, and it has been two weeks, but Globe has not resolved the issue at all, after almost 15 agents I talked to.

It is not right that your numbers were changed without your consent. You demand that Globe retrieve them. There is a way to do it with the current billing system. There's no such thing as system limitation. I've done it before - trust me.
Regarding the Admin Fee of 545, call 211 and have them reverse the fee. Why pay for something you did not agree with? Regarding legal action, it is best if you seek assistance from a lawyer.

This kinda new...but any way account changes should be recorded have them check who initiate the change of your number to get the bottom of the issue. As for any charges, this should automatically waive if you did not request for the changes.
I usually encounter this change when someone preterminates his account to avail of a newer device (like the case of my dad who wanted to avail of the iPhone6s 64GB model. He cancelled his existing account just for that).
Either way, any changes in your account should be recorded in their system.
