The plan is always marked with the word "UP TO" which means 15Mbps is the maximum speed that your plan can go thru.
You are lucky enough to get that 11.5Mbps since there are a lot of factors that will prevent you from reaching that high speed like congestion, number of users simultaneously using the service in that area, Distance from the cabinet server of the cellsite, etc, the total plan is always a combination of DL (Download) and UL (Upload). your 1Mbps UL is just a portion of your plan. UL will go high the moment that you require more bandwidth for this specific stream.

Is there a possibility that globe can reduce my latency? On speedtest.net my ping is like 25 to 255 and up sometimes.
Are you using a globe platinum or just a broadband? most broadband had a limited upstream(upload speed) of around 1mbps while a fiber connection(globe platinum) doesn't have a limited upstream. and also if you're having trouble seeing a low download speed instead of 15 mbps you can check your Default Getaway(You can see the default getaway of your router by reading the manual) to see the giving Downstream (Download speed) of your internet connection, and it also depends on your location. There a lot of factors to consider in lowering latency or ping. #1 is the distance between computer and the source.
